What “high risk” can mean in Ontario

An insurer may view a driver as higher risk because of convictions, at-fault losses, licence suspensions, payment cancellations, misrepresentation or a gap in insurance. Each insurer uses its own approved underwriting rules, so the category and available terms can vary.

The Financial Services Regulatory Authority of Ontario explains that higher-risk drivers may have fewer insurer choices and higher premiums. Facility Association is an insurer of last resort for eligible drivers who cannot obtain coverage in the regular market; it should not be treated as the first or only option without reviewing the facts.

Accuracy matters more than a quick application

Disclose all drivers, vehicles, household information, prior policies, cancellations, claims, convictions and intended use accurately. Missing or incorrect details can delay the application, change the quoted premium or affect coverage.

Useful documents can include:

  • Driver’s licence and vehicle registration
  • Dates and descriptions of convictions, suspensions and claims
  • Prior insurer and policy information
  • Cancellation or non-renewal correspondence
  • Current mileage, commute and business-use details
  • Proof that a payment issue or licence condition has been resolved, where relevant

Do not guess at dates. Driver records, insurer loss records and written notices can help reconcile the history.

Coverage still needs a careful review

A difficult placement is not a reason to skip policy details. As of July 1, 2026, medical, rehabilitation and attendant-care benefits remain mandatory under affected Ontario automobile policies, while other accident benefits are optional. Collision, comprehensive, increased liability limits and endorsements also depend on the chosen terms and insurer acceptance. Deductibles, DCPD choices, excluded-driver endorsements, payment conditions and vehicle restrictions should be understood before purchase.

See our broader car insurance guide and Ontario auto overview for the benefit transition and DCPD explanation.

Create a route back to broader markets

There is no fixed timeline and no outcome is assured, but a clean driving record, continuous insurance, on-time payments and accurate disclosure may improve future options. Ask when convictions or claims will next be reviewed and schedule a policy check before renewal rather than cancelling mid-term without replacement coverage.
